Read this before quoting the page
The widely-repeated "five dimensions / six design drivers" framing is NOT 3GPP's — it is Monzon Baeza and Chatzinotas's own taxonomy from an April 2026 arXiv paper. Useful, but always attribute it to those authors, never to 3GPP.
Its audience is ITU-R, not 3GPP
Approval "aligns the work to ITU-R's 6G Framework (M.2160)" and allows the study to be shared with ITU-R as a contribution to IMT-2030. That is the key to reading it — and why it carries no numeric targets.
