Reported at roughly 40% at SA#113, with 70% targeted for November and approval in December 2026.
Why the pen matters
NTT DOCOMO holds normative Stage 1 on top of the RAN1 physical layer, the SA2 system architecture and the parent FS_6G_Radio work item — an unusually concentrated set of seats for one operator.
