Where it stands

Design intent, from one vendor

InterDigital's Release 20 post (June 2025): L2 design to enable QoE-aware scheduling; L3 "revamped to improve energy consumption for terminals connected to the network as a function of their respective traffic activity levels"; "a single, scalable air interface" as the top priority. This predates the work item's own start — design intent from one company, not a record of agreement.

Reported RAN2 posture

Chathura Sarathchandra's RAN2#131-bis summary reports a baseline standalone 6G RAN; a goal of a "unified measurement configuration" avoiding 5G's SSB/CSI-RS and L1/L3 fragmentation; and a "lean standardization" principle endorsed by the plenary.

Dual connectivity

6G dual connectivity was deferred to TSG#113, September 2026.

Open questions

Whether RAN2 defines L2 signalling for AI model updates — An LS to SA3 on the security implications was raised if it does.
